Welcome to my webpage.  I am a Professor and Director of Graduate Studies in the Woodrow Wilson Department of Politics and a Faculty Associate in the Miller Center of Public Affairs at the University of Virginia.

American political history is a favorite topic of mine and plays an important role in my research.  Much of my work focuses on the origins and development of American political institutions, notably congressional and partisan institutions.  I also use historical data to test contemporary theories of legislative organization and behavior.
