This success, however laudable, is not enough. At every turn, we realize that progress that has been made to date is not as scalable and sustainable as it must be. At the same time, support from the Commonwealth of Virginia has been cut both in real dollars and as a proportion of the universityТs overall budget. So the successes to date do not ensure ongoing successes. In addition, problems and impediments persist to the uses of technology and the support they require. The University must develop a clear-eyed and un-defensive understanding of these problems and impediments. With that understanding, it must then find effective and cost-effective solutions. To accomplish these objectives a committee shall be formed, composed of representatives from ITC, the ProvostТs Office and the University Library. The committee will collect input from Focus Groups of stakeholders including faculty, graduate students, undergraduate students and professional staff. Examples of Issues that the Committee might investigate include: -Research -Instruction -Classroom -Optimizing Centralized and Decentralized Authority -Increasing Funds Available Tasks -This committee shall first develop a comprehensive understanding of the problems and impediments that inhibit faculty from fully participating in or taking full advantage of the infrastructure and services that the ProvostТs Office, ITC and the Library have put into place. (This understanding will come through their own brief deliberations, review of past studies and planning documents, convening a variety of task forces to seek broad and detailed input, analyzing that input with an eye toward solving the highest priority problems.) Deliverables At the end of this process there are at least two expected deliverables. -1- Documents that capture the detailed input from the Focus Groups and the committeeТs analysis of that input. -2- Prioritized recommendations for the action of the respective organizations. The Committee should assume that it must find solutions within existing budgets and operating procedures. If it is not possible to do so, the Committee should give as much detail as possible about the new resources required. Procedure The procedure should cover: -Development of consensus of the problems to be investigated and analyzed -Creation of an open process of collecting input from all appropriate stakeholders -Reporting and publicizing the input received -Analyzing the input in a published/public venue -Recommending action steps for the respective organizations: Provost, CIO and University Librarian. Communication Plan Communication will be key to the success of this committeeТs work. Careful planning will be required. We assume that it will include a web site where the input of the Focus Groups is captured and reported and where follow up messages will also be captured as members of the Focus Groups are inspired to share further thoughts, fresh discoveries of problems and the ongoing efforts to clarify our understandings of the depth and inter-relatedness of the problems. It is critical that the solutions that this group recommends are responsive to and built from a thorough understanding of these problems.
