Section 101. NATIONAL GOALS AND POLICIES.
(a) Nonpoint Source Pollution; State Strategies. It is the national policy that programs, including public and private sector programs using economic incentives, for the control of nonpoint sources of pollution, including stormwater, be developed and implemented in an expeditious manner so as to enable the goals of the Act to be achieved through the control of both point and nonpoint sources of pollution.
(b) Role of State, Tribal, and Local Governments. It is the national policy to recognize, support and enhance the role of the State, Tribal and local governments in carrying out the purposes of the Act.
(e) Net Benefits. It is the national policy that the development and implementation of water quality protection programs pursuant to this Act be based on scientifically objective and unbiased information concerning the nature and magnitude of risk and maximize net benefits to society in order to promote sound regulatory decisions and promote the rational and coherent allocation of societys limited resources.
