Did any Senator's position change during the hearings as the result of an exchange with a witness?
Did any Senator gain a significant concession from a witness or win significant new support for a position he/she has taken?
Did any Senator learn something of significance during the hearing? (scientifically, politically, etc.)
Did any witness gain significant ground during the hearings? Learn anything important?
Is it meaningful to ask who wins or loses in a hearing? On what basis would you decide the winners and losers?
How has the environmental policy-making process been served, if at all, by these hearings?
